In a small American country town, the mentally-impaired Bubba Ritter (Larry Drake) has the mentality of a child and is best friends with young local girl Marylee Williams (Tonya Crowe).
When the girl trespasses in the yard of a house and is attacked by a dog, Bubba saves her but is wrongly accused of molesting her.
Local postman Otis P. Hazelrigg (Charles Durning) drums up a vigilante lynch-mob and the group execute the poor man, who is hiding disguised as a scarecrow in a cornfield.
They go to trial but forge some evidence that Bubba had attacked them and are declared not guilty and released.
But now a mysterious scarecrow appears in a local field and soon two of the men responsible for murdering Bubba have died in mysterious accidents.
Originally conceived as a theatrical motion picture, the film instead went to television, premiering on the CBS network just before Halloween in 1981.
