Young Viscount Rupert Fitzcharles (Grant Warnock) – the son of the Administrator General of the United Nations – is kidnapped from school by unidentified terrorists.
The police – led by Chief Superintendent Meadows (Bernard Hepton) – have little to go on and start their routine searches. An initial ransom demand is made but police searches are complicated by the intervention of the highly secretive Captain Aubrey Percival of the Special Intelligence Service (Michael Denison).
Meadows and Percival are forced to work together in the identification and pursuit of the terrorist cell responsible for the kidnapping. The terrorists are eventually identified but their whereabouts are still unknown.
Tension builds on both sides as the deadline draws near and the boy’s life is endangered. Meanwhile, young Rupert is learning a new and rougher way of living in unfriendly surroundings – but he may have found an ally.
While the SIS are prepared to launch all the services at their disposal to crush the cell, it falls to the police to guarantee the young boy’s safety in the ensuing conflict.
