‘The Big Harbor’ is a waterway in Canada (patterned after Halifax Harbor) where ships, boats and in particular, tugboats, can think and speak.
The area is overseen by the Harbour Master (Denny Doherty) and through his experiences, stories of life in and around the harbour are related. Doherty also provided all the character voices.
The featured tugboats are Theodore, George, Emily, Foduck and Hank, who all work for the Dispatcher.
