Carl Moss (Alexei Sayle) leaves prison where he has taken the rap for his evil twin, Sterling (also Alexei Sayle obvs).
Carl has been a model prisoner – he has completed over 200 university degrees during his time in stir! – and his adoring probation officer and girlfriend, Pauline Sneek (Pauline Melville), organises some community work for him teaching youngsters how to lead law-abiding lives.
This upsets his psychotic brother, who needs the young delinquents for his bicycle stealing ring. A showdown ensues.
