After his mother (Gina DeAngelis) is brutally mugged in his own Philadelphia neighbourhood and the police are unable to resolve the increasing rate of crime there, Italian-American delicatessen owner John D’Angelo (Tom Skerritt) decides to do something about it.
He forms the People’s Neighbourhood Patrol (PNP) – a neighbourhood watch group to alert the local police whenever they see something suspicious or illegal taking place.
In a relatively short time, they free the park and streets around their houses of muggers, drug dealers, pimps and prostitutes and organised crime.
What John doesn’t count on, is the resistance to the group, not only by the criminals, but City Hall and the black community as well.
Released in some markets as Death Vengeance, the movie was pulled from cinemas because the studio didn’t like the idea of a cold-blooded vigilante getting elected to the Philadelphia City Council.
