Jim Doyle (James Garner) is a charismatic city councilman who has to pull off scams to survive, claiming, “I can’t survive on what they pay me in this burg” (an unidentified town in the 7th District).
Jim is a bookmaker and gambler, but when his ex-wife, Margie Patterson, dies, the mayor, Lisbeth Chardin (Kate Mulgrew), appoints Jim to replace her, believing the public wants the appointment to be that of someone close to the deceased councilwoman.
It is also Lisbeth’s plan to manipulate Jim for her benefit. Unknown to Lisbeth, Jim knows her intentions but doesn’t let on.
Instead, he wheels and deals for his own benefit, which includes winning the upcoming mayor’s race and becoming the man of the people.
Constance LeRoy (Corinne Bohrer) is Jim’s former sister-in-law, who now works as his office assistant. Her goal is to keep Jim on the straight and narrow, and she is determined not to let him run scams from the office. In her mind, she is right, and everybody else is wrong.
Rita (Romy Walthall) is Jim’s ditsy receptionist, an ex-hooker who was arrested twice for prostitution.
The NBC sitcom had no studio audience and no laugh track.
